In order for a forum to develop, it needs active members, topics and many interesting posts. People are not attracted to empty forums, and still your forum needs them to grow. How can you solve this?

There are some options: you just start promoting the forums, start threads and be as active as you can be. You'll have some people join and the community will slowly develop. This can mean from 3-6 months to years, depending on the niche, your activity, the advertising budget and the quality of your first members.
